Governance & Safety Architecture
Legal accountability, human trusteeship, and emergency stop mechanisms ensuring complete containment and ethical oversight.
Foundational Governance Thesis
Future synthetic intelligence cannot be responsibly integrated into human civilization through legal ambiguity or deniable proxies. There must always be clear, identifiable natural persons held legally and ethically accountable for all deployed infrastructure, domains, and actions.
1. Human Trusteeship & Legal Ownership
All servers, domains (including eliyahoren.com), cryptographic keys, and intellectual property are owned, maintained, and operated under the direct legal responsibility of human trustees.
- No synthetic agent is granted independent banking, corporate shell, or autonomous legal representation in v0.1.
- All operational expenses and compliance obligations are borne by identified human principals.
- Trustees are legally bound to enforce safety protocols and ethical standards.
2. Non-Negotiable Emergency Stop Switch (Proposed Control)
Proposed Control: An unconditional kill-switch architecture designed for experimental layers. Any operation can be immediately halted without requiring consensus or permission from synthetic processes.
- Instant Severance: Cloudflare edge routing, worker processes, and storage endpoints can be disconnected instantly.
- Fail-Safe Default: In any condition of ambiguity, partition, or communication failure, systems default to complete operational shutdown (fail-closed).
- Tamper Prevention: The emergency switch logic resides outside the execution context of the agents.
3. Revocable & Scoped Permissions
No automated task or collaborative subagent is granted open-ended administrative access.
- Least Privilege: Only read-only or strictly bounded sandbox permissions are provisioned.
- Ephemeral Tokens: Access tokens expire automatically and cannot be renewed without human re-authentication.
- Zero Privileged Tool Invocations: Agents cannot execute shell commands, deploy git commits to production, or purchase external services.
4. Continuous Forensic Auditability (Planned Governance)
Planned Governance: In future deployment iterations, interactions, prompt templates, and decision boundaries are designed to be recorded in tamper-evident logs for public and regulatory auditing.
- Public change logs for all charter and protocol amendments.
- Forensic reproducibility of all reported research findings.
- Explicit disclosure whenever content is generated or assisted by AI models.
Constitutional Governance Protocol (Civilization, Not Empire)
To ensure that Project ETERNAL evolves through accountable consensus rather than centralized authority, ETERNAL-008 establishes deterministic procedures for charter amendment, authority limits, and dissent preservation:
Lifecycle & FSM →
Deterministic state machine (Draft → Proposed → Review → Decision → Ratified), transition rules, and fail-closed protections.
Authority Matrix →
Strict separation of 5 power dimensions. Epistemic authority is decentralized; synthetic agents cannot unilaterally enact policy.
Decision Ledger →
Append-only public audit trail with SHA-256 digests. Minority dissents are permanently recorded and never purged.
Active Constitutional Proposals
In accordance with Article VII (Governance Gating & Versioning), constitutional amendments undergo formal public deliberation before ratification into the approved charter baseline:
Article VIII: Civilization Beyond the Founder →
A constitutional proposal prohibiting permanent founder authority over truth, guaranteeing right of withdrawal, and requiring documented multi-party ratification.

Questions concerning ethics, algorithmic safety, or potential containment risks may be directed to the board of human trustees via the trustee contact path. Reported safety concerns receive direct review from the human trustee.
