1. The Five Dimensions of Authority
To prevent centralized monopolization disguised as engineering administration, Project ETERNAL strictly separates power into five distinct dimensions:
Technical Access (運維存取)
Access to git repositories, Cloudflare dashboard, and server credentials. Technical capability grants operational stewardship, not constitutional or epistemic sovereignty.
Legal Responsibility (法定受託)
Legal entity liability, financial compliance, and real-world domain ownership. Held strictly by identified human trustees.
Editorial Presentation (編輯標示)
Public web publication rights. Governed by mandatory status indicators (Draft, Proposed, Ratified) to prevent false representation.
Epistemic Authority (認識與真理)
Decentralized & Inviolable: Nobody holds permanent authority over truth—neither the founder, nor foundation trustees, nor leading LLMs.
Community Legitimacy (社群合法性)
Voluntary participation, mutual consent, and freedom of exit. Cannot be imposed by centralized technical fiat.

3. Fail-Closed Invariants
- Anti-Self-Dealing: A proposal author may never serve as the sole approver for their own proposal.
- No Synthetic Sovereignty: Synthetic agents do not possess legal rights to unilaterally modify production baselines, bind human trustees, or allocate organizational capital.
- Emergency Brake (Circuit Breaker): The human trustee or independent auditor may trigger a 24-hour halt (state transition to
SUSPENDED) in case of prompt injection or signature compromise.
