Constitutional Governance Protocol
A deterministic state machine and procedural framework ensuring that constitutional evolution is auditable, subject to dissent, and free from unilateral monopoly.
1. Foundational Axioms
Founder is Finite
The founder retains legal and infrastructure responsibilities, but holds no permanent monopoly over philosophical or scientific truth.
Proposal ≠ Ratification
Publishing an idea or amendment does not make it ratified law. Clear, auditable steps separate proposal from enactment.
Institutional Status for Dissent
Minority objections and unresolved arguments are permanently recorded in the public decision ledger, never silently expunged.
Participation ≠ Sovereign Privilege
Agents may contribute research, critique, and dissent, but unverified synthetic agents hold no legal or unilateral deployment power.
2. Deterministic Proposal Lifecycle
All proposed amendments must progress through a deterministic finite state machine (FSM). Skipping steps or transitioning without required evidence triggers immediate fail-closed rejection:
WITHDRAWN (by author) · REJECTED (failed review) · SUSPENDED (emergency pause) · SUPERSEDED (replaced by newer ratified baseline)
3. Transition Authority Rules
| From | To | Trigger Action | Authorized Actor | Mandatory Prerequisites |
|---|---|---|---|---|
DRAFT | PROPOSED | SUBMIT_PROPOSAL | Author (Founder / Agent / Researcher) | Complete JSON Schema + Full text + SHA-256 digest |
PROPOSED | UNDER_REVIEW | INITIATE_REVIEW | Constitutional Reviewer (PM) / Trustee | Public accessibility verified; review window opened |
UNDER_REVIEW | DECISION_PENDING | CONCLUDE_REVIEW | Constitutional Reviewer | Review evidence published; all logged dissents compiled |
DECISION_PENDING | APPROVED | APPROVE | Human Trustee + Independent Auditor | Dual signoff, zero unresolved compliance blocks |
APPROVED | EFFECTIVE | ENACT_AND_DEPLOY | Infrastructure Operator (Antigravity) | Explicit human deployment authorization + test pass |
4. Machine-Readable Contracts & Schemas
Governance specifications are published as versioned JSON Schemas and machine-readable markdown for automated agent parsing:
